It is the enforcer of the contract. "Enforcer" is the word I would use. The contract is very strong on the issues the Chairman raised. For example, it sets out in considerable detail what the winning bidder has to do. It will have put forward a technical solution and deployment plan and will have to deliver on them. It will have to upgrade that technology over time to keep it consistent with what is available in other parts of the country. It will have established the cost for delivery. There will be payment milestones which are absolutely linked to the roll-out and there will be clawback around those. There will be oversight of the tendering process for subcontractors and the price of materials. There is a very strong regulatory oversight through the contract because the contract calls out the regulation.
