This was something we had intended to do anyway. A review was undertaken by the Competition and Consumer Protection Commission on foot of a Dáil motion. That has been completed. The review said that, in due course, regulation of the sector will probably be required. They reinforced to us the need to build the data capacity within the system and the need for the Department to undertake a fundamental review of its 2012 waste policy. This review will be done in 2019 and it will inform a lot of the thinking around regulation and where we need to go in terms of more recycling.
