There is a broad list of topics in section 16(2) that might be covered in the implementation plan and it would be inappropriate to make the specification of all of them mandatory and remove discretion from the oversight committee as to what should be included. The plan will be significantly influenced by the ongoing work between the Cork implementation group - the precursor to the statutory oversight committee - and the two local authorities, so I oppose the removal of the committee’s discretion which is implicit in the amendment's substitution of the word "may" for the word "shall".
