That is useful. Both local authorities, perhaps unsurprisingly, put forward the position at various stages that they should be indemnified against unexpected liabilities. It is hard to indemnify both of them against that. Where there are unexpected liabilities, will the issue be addressed by agreement or in what way will they be split?
