That is why I am making the point that we have to work beyond the Government. The Oireachtas, the delegates and civil society may be able to do this. I am worried about the statement that it is entirely up to the Government to respond. It is to a certain extent but it has gone beyond that at this stage. The Government response will not happen. Maybe we have also to respond. The manner in which we do so is important. We have to come on board also.
