Going back to the motorised rickshaw for personal use, my question was how one determines that. I do not know of anyone who would buy a rickshaw for personal use. They might have a car. How does one determine, monitor or enforce? If one is going to stop somebody, the first thing he or she will say is that it is for personal use. How does one determine whether there is someone beside them or in the back? It leaves it wide open, does it not?
