Absolutely. That is what the global study conducted in 2016 demonstrated. It received submissions from countries all over the world, including America, Africa, Russia and countries from Europe. The vast of those countries were the same in saying the majority of abuse occurs in a domestic setting and comes from offenders who have access to their victims in that domestic setting, or situational offenders. It is worth noting in that context military personnel who are resident in a jurisdiction for a time or people who travel for the purpose of enjoyment. They may feel they are not subject to the same laws because there is such a prevalence of child abuse in those circumstances. It is about how we can best protect children from those types of offenders. These types of law will not do it because they do not target such individuals.
