I welcome that fact the Minister will accept the amendment. We need to move away from that system for all the reasons I outlined. All the organisations and, more importantly, the people who are in receipt of any type of payments, not simply pensions, want certainty. Phenomenal work is being undertaken by groups such as the Vincentian Partnership for Social Justice to examine minimum essential standards. All that must be taken on board by the Minister. I am heartened to hear her reference the Low Pay Commission. She will be aware that the legislation I brought forward for a social welfare commission is based on the Low Pay Commission. Its composition is similar and it would consist of nine members who would take account of all the evidence and research by all the organisations. We need to move to that system. Has the Minister looked at this legislation? I think it would provide the basis to move forward. I must take her at her word that she wants this to be put in place and make the changes. She needs to give serious consideration to the legislation that is already there. Exhaustive work has been undertaken on it.
