The Comptroller and Auditor General might be able to help me with what is meant. Paragraph 15.29 states:

With regard to reducing under-diagnosis, the HSE in collaboration with the Department of Health published the National Screening Guideline for Hepatitis Cin 2017. The guidelines acknowledged that while screening for hepatitis C had been ongoing in many settings, national guidance for healthcare providers had not been developed.

I am trying to understand what that means.
