Joint Oireachtas Committee on Climate Action

Third Report of the Citizens' Assembly: Discussion (Resumed)

2:00 pm

Professor Valérie Masson-Delmotte:

My point was that the need to stabilise warming at 1.5°C to be net zero by 2050, or 2075 for 2°C, is on a global scale. We spoke about the notion of justice and fairness, or the fair share of the load and effort. One must also consider that developed countries have more cumulative emissions than other countries. In aiming for net zero, there might be a need for developed countries to act earlier than emerging economies or the least developed countries, which also have a right to develop. These are all elements to consider and, in any case, reducing carbon emissions by 80% by 2050 is not on track with the target of 1.5°C.
