I accept that. I am going to single issues. That is all I am going to look at. I still do not understand who will actually use the database to bring about transparency and to bring down the value of claims, which would then bring about a reduction in premiums. When this is compiled by the Central Bank, which will control it, how will it bring about a reduction in claims and premiums on the basis of transparency? If this is just a bookkeeping exercise by the Central Bank it is of no use. I need to know how this will be of benefit in, first of all, bringing about transparency. Transparency only works if people can see it.
