I do not mean that the Department would exclude all the brilliant things Mr. Starrett has created himself, I am suggesting that some sort of independence would allow him push forward the very things he is looking for. I suggest that the fact that heritage is amalgamated with culture and arts somewhat closes it down in so far as there is a pecking order.
