That was helpful. We will come back to the issue. I appreciate the point Mr. Breen is making but at the same time we are looking at what this will cost the State in overall terms and we would like some sense of what the liability will be. I can somewhat understand what Mr. Breen is saying, but it would be very helpful to us and the women involved to have some understanding of what the State's liability for non-disclosure matters will be. Mr. Breen has given his reasons.
