The letter from Galway County Council states that "these clients are still categorised as homeless". Ms Hurley is saying the council is wrong and should not be putting this information into the public arena. This is what all of the local authorities told us. They are telling us that in their view, the people in question are homeless but the Department is saying that they are not. That is a pretty big divergence of opinion on such a fundamental issue.
