I have no doubt that is the standard today but there are 34 beneficiaries of whatever we are giving and I am guessing that the criteria were different back then. It may have been refined. There is the 1973 version and today's version includes whatever advances have been made since. It is a small number of people and from speaking to some of the them, it is clearly causing significant distress. I think we are only talking about nine people. That is the reason I want to get a full picture.
