Here is what Dr. Scally said and this is my final question. I then want to make an observation.

Dr. Scally goes on to say "the risk of women being harmed by systemic failures does not appear, from the information that the Scoping Inquiry has seen, to have been given due consideration".

That statement will trouble many of the women affected and I saw much of their commentary. This statement was an acknowledgement by Dr. Scally that this was the case. Does the HSE also accept that was the case?
