I wish to make clear that the final point in my submission, when I asked the committee to attempt to make the legislation as platform and technology neutral as possible, is a general one which I regularly make. I do not suggest that the Bill is running the risk of being too technology-specific. It is important to bear in mind that when framing regulation one looks at existing practices and industry players and how technology is used. However, by its nature, technology changes. If we were discussing legislation such as this three or four years ago, issues such as the use of ephemeral content available through Snapchat and other apps which involves content that disappears after a time might not have been considered. That is very much a general point. I am not suggesting that any specific provision of the Bill will limit its usefulness in the future. However, when considering regulation in this area, ideally one would have a framework that will stand the test of time. I ask the committee to bear that in mind.
