Mr. John McCarthy:
I cannot accept that. The Deputy can see that the voluntary regulation system has been there since 2013, which was five years before the Comptroller and Auditor General's report. I can find a date to show the Deputy when we first flagged in the legislative programme that we would introduce legislation relating to this so we have not been forced into this.
