Would it not be fair to say that larger local authorities such as Fingal, with €100 million on deposit at any given time, would be in a position to supplement the staff costs and so on to get to that design stage and get over those initial humps without drawing down the 5% and the 10%? That would not hold it up. Would it not be fair to say that local authorities such as Sligo are at a disadvantage?
