Mr. David Walsh:
The key issue is the requirements on anybody who is availing of the planning exemptions. People can rent out a second home for short-term accommodation but they must seek planning permission. The issue is that each local authority must create, manage and monitor this through a register. Anyone availing of those will have to write in and that will be used to assist in enforcement.
