Mr. John McCarthy:
Initially, when we introduced the one-stage process, there was a very poor take-up. We investigated and engaged with local authorities and there was a sense that it was too risky for them, that, in effect, they would sign up to a project and an associated budget and that if they encountered unexpected costs, they would be left to meet them.
