There is a level of fragmentation in all of the major sectors. In the health sector there are section 38 and section 39 bodies, for instance. Most of the section 39 bodies are not within my remit. A lot of the spending is happening in such agencies. It is not completely unusual. One of the reasons I wanted to have this chapter was to get a sense of where the money was going and where it would be expected that the delivery of service would be seen. I hope we have succeeded in providing clarity.
