Whose idea is it to make up this wheeze of a company, called a special purpose vehicle, to take it off-balance-sheet? Is it the Central Bank that wants it off the balance sheet or is it the Department or the approved housing bodies? What is wrong with having them and the credit union loans on the State balance sheet if they are to build houses? Who is making the effort to take them off the balance sheet given that the loans are already on the State balance sheet? Why not leave it as it is?
