I have not been given to despair in a while. The last time was when representatives of the Garda were before us, and they actually improved. We have a major housing crisis and I see no element of value for money anywhere. I see a complete lack of value for money in terms of the HAP scheme and RAS. The Housing Agency is in the middle of a policy that is crazy. It is misusing language, though not on a personal basis, in talking about social housing, social support and housing solutions as opposed to a right to a home and how to give security of tenure. There is a complete absence of a recognition of that in any of the documents before me from the Department and the Housing Agency. Where the fault lies-----
