Mr. Seamus McCarthy:
I do not think that would be my interpretation of the CSO. I think it was looking at what the facts are in relation to the AHBs. Based on what the facts are, its conclusion was that they should be classified as being part of the Government sector. I do not think it is a proposal to shift them into the market and make them operate as market players. Maybe it was more recognising that they are providing rents in a non-market responsive way.
