That is what we are trying to get to the bottom of. We thought we had gotten to the bottom of it and we made these changes but that still has not resulted in the take-up. Talking about the 59-week process, in terms of it being cumbersome, the 59-week process if it works the way that it should - it is aligned with private sector best practice in terms of housing development - it can actually deliver projects in as fast a manner as the private sector and it can provide the certainty that the local authorities need.
