The average compliance rate was 68%. This means that 268 buses, or 30%, had a major defect, and 37, or 4.3%, were deemed to be dangerously defective. The witnesses have told us we are moving in the right direction, but how does this compare with other European countries? Are we moving up the ladder? Do the witnesses have that information?
