I accept what Mr. Crosby says - it is very reasonable - but what if resources were limited and we wanted to ensure that this was done? If NUIG is rolling out the programme nationwide, do we decide that the funding should go to NUIG, which can then take the lead on the programme, or do we decide that every college can do this? We do not really have an NCCA, a centralised curriculum body, at third level. Each university devises its own programmes of education. I am only asking the question. If NUIG saves a few quid and does the job properly, is it the one that should be picked to receive the limited State funding available? Should we decide to support NUIG because its programme works, or has been seen to work, and it would then be mandated to support the rest of the institutions?
