Certainly, the HEA, when it comes to serious stuff, is not empowered and will not be until the new legislation that was referred to earlier is being implemented. There is a consultation and, if the role described is the one envisaged, it needs to turn into hard legislation that empowers. Some of the powers do vest in the Minister.
