If I may add something, we have not discussed the fact that a lot of the focus of our efforts, particularly since 2015, has been on dealing with mortgage arrears, mortgage distress and insolvency. We have tried to render all of those pieces more effective, including through the Abhaile service and various other mechanisms. We have managed to bring about a number of significant successes in that area.
In regard to the question of regulation of receivers as such, as I mentioned earlier we had a working group with the Department of Housing, Planning and Local Government. We also have very good contacts with our colleagues in the Department of Business, Enterprise and Innovation about insolvency and related areas. To the extent that there is a perceived significant gap, it should not be beyond the bounds of possibility for us to get together and have a good look at that issue. Obviously the Companies Acts provide for issues relating to receivers, but only for companies. Issues concerning receivers also arise for small and medium-sized businesses which are not companies. Then there are individuals who are both tenants in and owners of buy-to-let properties. They may have bought one or two houses and they are now caught in the headlights of a receivership as well as the people living in the houses. It is not beyond our capacity as a group of Departments with various stakes in this to get together, look at this issue and see if there is anything that could be done about it directly. I emphasise that all of our efforts so far have been around trying to deal with the issue of chronic mortgage arrears. Looking at how the numbers have changed, a huge amount of success has been achieved in that area through very good and effective co-operation between Departments.
