General Scheme of the Airport Noise Regulation Bill 2018: Discussion

To be clear, the purpose of the regulation is to facilitate the development of airports in a way that properly balances out the noise impact. The aim is to find ways to allow airports to grow, within reason, while also taking steps to ensure that the impact of noise on those who live in the vicinity of airports is managed properly and does not get out of hand. In terms of the outcome, it will be matter for the regulator to determine what is appropriate. I do not have any view on whether the current operating restrictions are too much or too little. All that will be put into the mix again but this time there will be a broader consideration of other measures that may be taken to manage noise.
