The point of doing the revised costings is to take account of the realities of the fiscal space and the important demands and needs in some of the other sectors. What we are saying is that we can still keep hold of the vision, and the integrity of that, but perhaps phase it in a slightly different way that makes it more realistic within budgetary constraints.
