To deal with the Deputy's question in relation to cosmetic surgery providers, the definition of what would come under this provision will include private hospitals and other activities of a kind one would expect to see happening in hospital-type environments. For example, the use of general anaesthesia would be the kind of thing that would ultimately determine the requirement for a licence in full licensing terms. We would not see this just applying to buildings. It covers activities and the nature of the risk that attaches to those activities more than anything else.
