When NAMA was selling assets or loans, did it put any conditions on how they were to be worked out, given that they were sold possibly with planning permissions, and there were fully serviced sites? Serviced sites are so valuable because there is a double cost for those who have to repeat the servicing of sites and that is a further call on the public purse. Did NAMA put conditions on any of the assets so that they could fall into the category of "use it or lose it"?
