Priorities for Budget 2019: Irish Fiscal Advisory Council

That would be a breach of the fiscal rules. The central part of the fiscal rules is the medium-term objective and structural balance which is currently set at a deficit of -0.5% of GDP for Ireland. The expenditure benchmark is something that is supposed to assist in moving a country towards, and keeping it at, the medium-term objective which is the primary benchmark. Complete legal adherence to the expenditure benchmark would see that breached in 2019. That is partly a result of the application of the expenditure benchmark which has some pro-cyclicality built into it. We think it is appropriate that the Government is assessing the pro-cyclicality in the expenditure benchmark and setting the appropriate fiscal stance. That has been driven by the achievement of the medium-term objective.
