Do our general practitioner witnesses and those representing the Irish College of General Practitioners believe it fair to say that the three-day waiting period could be dealt with through guidelines or left to the discretion of doctors depending on the individual circumstances of each case and that to impose legislative constraints may have negative and unintended consequences?
