I have looked at some of the recruitment trends in health. The fourth quarter of the year is usually when most recruitment is done, which indicates the number of new staff is likely to be above the target. Predicting the amount of new staff is becoming increasingly difficult. Do the witnesses believe that the Government should be providing that type of information? Should it tell us how much of this year's budget accounts for recurring spends and is therefore built into the base? Surely that information would help us in terms of budgetary planning.
