Is there a conflict of interest for members of the Mental Health Commission? They are paid by the Department of Health through the HSE and report to the HSE on inadequacies in its services. Does that make the Minister worry about the openness and transparency of the process? I agree with Deputy O'Loughlin that its members are powerless. They criticise services but that is the end of the matter and it goes nowhere. I ask the Minister to address that conflict of interest, after which Deputy Rabbitte may ask her questions.
