My question was on the budget of 2016. I understand where the Minister is coming from as the Department administers a budget based on top-line projections. However, information on the specific spend at the end of the year was not provided. Services are allocated a budget based on a forecast. I want to know what the budget was spent on in respect of the budget for 2016.
