If I may be helpful, we have recently done an agency contract. For example, in medical agency the cost has gone down by 10%, but there is no doubt that there is a premium cost attached to agency. As Mr. Woods said, about 6% of our total pay cost is agency, so about 94% of it is not but is our own staff. Agency is essential at times, but there are parts of the country where the cost premium - Mr. Woods talked about the average - can be higher, particularly in respect of medical agency. The issue is the market and the availability. To be very clear for Deputies, our aim is to reduce as much as possible the cost of agency. Not only are there cost issues associated with it, there is also not as much continuity of care. We sometimes end up with agency costs because there is a demand to open or maintain capacity at short notice.
