The Senator mentioned the issue of HAP, cash payments and so on. Whether it be HAP or rent supplement, paying under the counter and topping up has been a feature for low-income tenants for decades. Obviously, where there is a significant shortage of supply, the pressure on tenants is even greater than when there is more property on the market.
