It depends on the functions set out for that commission. A commission could be established with very limited and straightforward functions and that could be done relatively quickly. I refer, however, to some of the issues it was mentioned a commission might deal with. There is an extensive body of electoral law and the establishment of a commission would impact on many areas of that law and even the legislation on giving commissions powers and functions could be extensive. A body could be set up quickly but what it would do is a more complex piece of work.
