The kernel of my question is around accountability. When one sends an email there is a record of who it was sent by, so there is a trace of information and communication, which leads to accountability. In the same way, I hope that the new IT system, which has a log-in, will show the person who has entered information or data, as it does in any other enterprise or resource management system. That is the kernel of my question. I accept that there was a silo in operation, or a number of different integrated systems that did not relate to each other. Why was there no policy of electronic communication through email, as opposed to post or fax, while the new IT system was being developed?
