If one is in a public nursing home, for example, there might not be charges for social activities and social programmes so it raises the question as to where the budget comes from. If one is in the private sector, however, one will have to pay for those services, despite the fact that there is one statutory scheme with the same rules for everybody. Therefore, the rules are not being applied equally.
