A person was recently killed or nearly killed - I am unsure of the outcome - in an incident involving a scrambler in the city of Dublin. I do not ask the Minister to comment on a specific case but there is a legal lacuna which I have raised in questions to the Minister in the Dáil. The Minister has stated that he has a working group on the issue with various local authorities and the Garda. Will he address the issue that the Garda has identified in terms of a gap in the legislation which allows recklessness to continue in our public parks because the Garda does not have the support of the law in this regard?

We need to fill the gap very quickly because someone has been very seriously injured and may even have passed away. The incident is reminder that real progress must be made. A very small technical change will rectify the matter.
