What we do know is all these matters are taken into account prior to going to the market. Basically, it is set out in the tender documentation that the evaluation will be based on certain criteria. Generally, there is a quality element and a price element. In the pricing element, one could include factors such as that in question, and the bidders could compete against each other on that basis. It might be better value for the State in certain circumstances to get a discount up front, or not, as long as it is-----
