Yes, that is exactly what is happening. I have a bad example but I will give it any event. There are people who cannot afford their cigarettes. Some may suggest that they would be better off without them but nonetheless the example demonstrates how autonomy can be completely eroded in such circumstances. The contract must be very specific about what is funded and there should be rules about the costing of other elements. If there are isolated incidents where advantage is being taken - for example, where social charges might be used to fund other aspects of care - we can deal with that when complaints come to us. We can make redress.
