Part of what the HSE is doing in all of this is preparing the sector for the emergence of regulation. That the sector will be regulated in due course is very much on our minds. The Department is holding consultations on the issue and there will be a statutory scheme. We need to make sure the sector is ready and able to meet the challenges of that change when it arises.
