When FBD settles a case, is it not saying that the business was negligent? That is really what FBD is saying when it settles a case. In many cases the business would like to see the case go the whole way, but when FBD settles, it is saying that the business is negligent even though the marts and all those people have put risk management in place to reduce the risk. FBD is telling them that despite everything they have done, they are negligent.
