I will give one under each of the three headings. On transparency, my colleagues are correct. We are in a crisis. However, it is a crisis in a dark room because there is no data and as long as the insurance industry resists the presentation of comprehensive data, then it will continue to be so. From that point of view, the most immediate thing would be to reinstate the blue book.
